Outcomes of Proposals: Annual General Meeting of the Raging Bull North West Leagues


 

1. Proposed by Cecil van Onselen (Chester RUFC), Seconded by Steve Wood (Firwood Waterloo)

With the premier league now with only 8 teams, playing each other 4 times over the full season, without the split. I would like to propose that the premier league change the points structure to allow a bonus point for losing within 7 pts and a bonus point for scoring 4 tries.  CARRIED

 

2. Proposed by Liverpool St Helens, Seconded by Widnes

Rule 1

All games played under RFU laws (current).

 

Man off rule’ is now a law of the game and should apply in these leagues. Therefore:

·        Rule 4 c should read ‘ if a game goes to uncontested scrums for any reason then the offending team must remove a player’ (Proposed). NOT CARRIED

·        Rule 10 a : ‘Before a game if there is a shortage of front row players the game starts with the offending team only allowed to field 14 men’(Proposed) NOT CARRIED

·        Rule 10 b: ‘ If a game goes to uncontested scrums after the start of a game the offending team may only have a maximum of 14 men’(Proposed). NOT CARRIED

 

3. Proposed by Leigh, Seconded by Wigan

·        Rule 19 a: Concedes to be increased from current 4 to 6 (Proposed)            NOT CARRIED

 

    Double concedes in April to be scrapped (Proposed) CARRIED

 

·        Rule 19 b: If a club’s higher team is expelled then the lower team should be allowed to remain in the league (Proposed) NOT CARRIED

 

4. Proposed by Wigan, Seconded by Widnes

Cup Rules

·        Rule 2: Entry to the Cup Competitions should be voluntary not compulsory (Proposed) NOT CARRIED

 

 

 

5. Proposed by John Powell, Seconded by Fred Swarbrick

·        Rule 15: Any side unable to fulfil a fixture for any reason other than the weather forfeits the game, except under exceptional circumstances and agreed by the RULES committee. Exceptional requests must be submitted to the Leagues FIXTURES Secretary at least one Calendar month in advance.  

Propose we can change it to:

·        Rule 15: Any side unable to fulfil a fixture for any reason other than the weather forfeits the game, except under exceptional circumstances and agreed by the RULES committee. Exceptional requests must be submitted to the Leagues FIXTURES Secretary as soon as the problem crops up and each case will be dealt with on a case by case basis.

 6. Proposed by John Powell, Seconded by Fred Swarbrick

Add items in Red:

·        Rule 13:  The Senior fixture in a Club’s list MUST ALWAYS, UNLESS THE SENIOR MATCH IS NOT PLAYED FOR SOME VALID REASON, be honoured at the expense of a lower team’s fixture. Failure to do this will result in ALL teams from the offending Club losing ALL POINTS, (Winning or Losing) from their respective matches. In addition, another TWO POINTS will be deducted from all the offending Club’s teams. Only exception to deduction of points is when a team doesn't have a scheduled fixture.

The non-offending opposition teams will be awarded the 4 points.

If this happens on a weekend that involves a Cup Competition, all teams from that Club winning a Cup match that day will be eliminated from the Cup Competitions and their opponents will replace them in the next round. This includes teams who had a bye that day.
